Veronica Villalobos, Board Director

Veronica E. Villalobos is a visionary and results-driven executive with over 25 years of experience in human capital management, strategic planning, talent development, and employment law. As Vice President for the Institute for Strategic Social & Workforce Programs (S2W) at Highmark Health (HH)/Allegheny Health Network (AHN), she leads efforts to simplify and personalize care delivery and access, establishing AHN as a hub for research. Her work centers on optimizing access to care; building a collaborative, community-focused workforce; and improving the personalized experience for members, patients, and the community. A skilled strategist and collaborative partner, she leverages data-driven decision-making to implement innovative programs to improve community health and drive organizational transformation.

Prior to joining Highmark Health, Veronica was the highest-ranking career Senior Executive at the U.S. Office of Personnel Management (OPM), serving as the Principal Deputy Associate Director for Employee Services. In this role, she led government-wide human capital efforts for a workforce of 2.1 million, developing and implementing innovative strategies and policies to support federal agencies. Her work utilized data-driven approaches, including forecasting and research, to advance evidence-based management practices.

In 2010, Veronica entered the Senior Executive Service and spearheaded the first government-wide initiative to improve workplace effectiveness and employee participation across the U.S. As Director of OPM’s Office of Diversity & Inclusion, she led efforts to significantly increase the federal employment of people with disabilities, hiring over 100,000 in mission critical occupations within five years. She also developed and implemented tools to promote fair and inclusive workplaces, using metrics to track progress and drive organizational change.

From 2000 to 2010, Veronica worked at the U.S. Equal Employment Opportunity Commission (EEOC), as one of the agency’s first Honor Program Attorneys. During her time there, she chaired an EEOC work group for the Office of the Chair, served as the Director for the agency’s EEO Office, worked as a supervisory attorney, and decided Federal appellate decisions.

Veronica graduated from Saint Mary’s College in South Bend, Indiana, and earned her law degree from American University’s Washington College of Law. She is a member of the Maryland Bar and serves on the Boards of the American Association of People with Disabilities; Bender Leadership Academy; Center for Disability Inclusion; Disability LEAD Pittsburgh; Epilepsy Association of Western Central Pennsylvania; and Pittsburgh’s Latino Community Center.
